Tactical Business is a boutique business strategy consulting firm that focuses on revenue optimization for first-response agencies and small businesses.

We work passionately to provide our clientele with access to sources of private and government funded programs by utilizing existing sources of funds, and assisting both private and governmental agencies in the development of new sources of funding through government relations and legislative initiatives.

We work one-on-one with select agencies that share with us a common vision and values. Integrity serves as the keystone of our work, and we take pride in the success that we've created while assisting our clientele in their endeavors.

Blake's influence in business strategy and government policy has contributed to:

The development of the Ground Emergency Medical Transportation (GEMT) Program in the State of Oregon (Oregon Health Authority),

The reduction of state Medicaid program waste by $700 million annually through policy optimization (Texas Health and Human Services Commission),

An increase in revenue secured for providers (ASSPP) by over 30% and $36 million annually, through improved communication, outreach, and accounting efforts,

Over $1.2 million in increased annual yields, through the utilization of the industry advancement agreement between Key Mechanical and Local 290 Steamfitters Union.

Blake's experience includes commercial and supplemental health insurance plan sales; Medicare Advantage, Medicaid, and Public Employee Benefit Board (PEBB) health plan marketing, sales, and administration; directing Business Development in industrial engineering applications; Directing the Ambulance Services Supplemental Payment Program (ASSPP) and Medicaid Administrative Program (MAC) for Local Health Districts (LHD), for the Texas Health and Human Services Commission (HHSC); and the development of the Ground Emergency Medical Transportation (GEMT) Program for the Oregon Health Authority (OHA).

Blake served several tours as a wild land firefighter, and is currently a helicopter pilot training to work in wildfire suppression.
